The Pennsylvania Attorney General's office charged the owner of two Lancaster County spas with running a corrupt organization, promoting prostitution, and dealing in proceeds of unlawful activity. No charges against workers at either location have been disclosed.

Pennsylvania's Attorney General charged Lijin Chen, 38, with running a corrupt organization, promoting prostitution, and dealing in proceeds of unlawful activity, following an investigation by the office's Human Trafficking Section and the State Police into two Lancaster County spas. Chen, who the state says owned Calm Spa in Manheim and Cozy Spa in Mount Joy, was arrested Oct. 22. A preliminary hearing is set for Oct. 29. The allegations have not been tested in court.

What distinguishes this case from most spa prosecutions is who is not in it. No charges against workers at either location have been announced. That is the configuration sex worker advocates have asked for in operations of this kind, and the inverse of the pattern recorded elsewhere this month, where the people working inside the business were the ones taken into custody.

Whether it holds through the preliminary hearing is the thing to watch. Corrupt organization charges carry heavy exposure and create strong incentives to build a case on the testimony of the people working at the premises.
